This week sees new and notable appointments at St. Vincent’s Healthcare Group, Matheson and Bank of Ireland Group.
Jim Breslin, Board Member
St. Vincent’s Healthcare Group
SVHG, is one of Ireland’s larger hospital Groups incorporating St Vincent’s University Hospital (SVUH), St Michael’s Hospital, (SMH), and St Vincent’s Private Hospital (SVPH). The Group offers a unique multi-disciplinary approach to patient care in the country’s only multi-hospital campus. In 2023 the Group provided care to over 500,000 people.
Mr Breslin who enjoyed a 30-year career in the Irish senior public service spent much of his career in the Irish health service including as National Director of the HSE and six years as Secretary General of the Department of Health. He also served as Secretary General in the Department of Children and Youth Affairs and in the Department of Further and Higher Education, Research, Innovation and Science.

Anthony Byrne, Director of International Listing Services, Luke Tyrrell, Director of Information Technology Matheson
Matheson LLP has announced the appointment of Anthony Byrne as Director of International Listing Services and Luke Tyrrell as Director of Information Technology.
About Anthony Byrne
Anthony has extensive experience in the listed bond markets, having worked for 20 years in the stock exchange industry, with senior leadership positions at the Irish Stock Exchange (now Euronext Dublin), and The International Stock Exchange. Anthony’s previous positions include Vice-President of International Primary Markets in Dublin, and Head of Bond Markets in the Channel Islands. During this period, Anthony played a significant role in the development and promotion of several bond markets across Europe, including the Global Exchange Market (GEM) in Dublin, and the Qualified Investor Bond Market (QIBM) in Guernsey. His role at Matheson includes advising our global clients on the most suitable listing options available for their transactions, and thereafter securing a successful listing on their behalf.
Matheson’s International Listing Services team provide a comprehensive and quality listing service to multiple listing venues, including Euronext Dublin, Vienna Stock Exchange, Luxembourg Stock Exchange, London Stock Exchange, Cayman Islands Stock Exchange, and The International Stock Exchange.
About Luke Tyrrell
Luke has joined Matheson as Director of Information Technology. Luke brings with him considerable expertise built over a 20-year career of technology leadership experience, having worked in the financial services, healthcare and construction sectors in Ireland and abroad, as well as in a large international law firm here in Ireland. The coming months will see Luke lead his team on a number of very important strategic projects.

Akshaya Bhargava, Board Chair
Bank of Ireland Group
Bank of Ireland Group has announced the appointment of Akshaya Bhargava as Chair and Governor, following an international search process. Akshaya will take up the position on 1 January 2025.
Akshaya has been a member of the Board of Bank of Ireland Group since January 2024. He has previously served as a director on the boards of Wealthify Group, Mindtree, Barclays Asset Management, Vahanna, and Avendus Wealth Management. Akshaya has extensive governance and leadership experience across the financial services ecosystem; including as CEO of Global Wealth and Investment Management at Barclays and as founder of a number of successful fintechs.
Over his career to date, Akshaya has held a range of leadership positions in wealth management, international financial services, fintechs and emerging technologies, and transformation and change. Amongst the successful firms that he has founded and led is Bridgeweave, where he currently serves as Executive Chair.
